If you want to visit Tokyo without spending a dime, here are some suggestions :
My favorite : Museum of Parasitology !

Meguro Museum of Parasitology

It is the only museum in the world devoted to parasites, the MPM presents specimens, photos and studies devoted to the subject. You will also find a small shop at the second floor where you can buy souvenirs of Parasites ! The museum isn't that big, but is impressive nonetheless ! Marvel at the sight of fleas, infected organs and a stunning 9 meters long tapeworm ! Amazing !

The Garden of the Imperial Palace

The 21-hectare garden, adjacent to the Imperial Palace and close to the National Museum of Modern Art. You can admire cherry blossoms in spring, many varieties of roses at the beginning of the Summer or camellias in winter. Within the grounds of the garden is the Sannomaru Shozokan, or Museum of Imperial Collections.

The skyscraper of Tokyo Metropolitan Government

The skyscraper of Tokyo Metropolitan Government, or Tokyo City Hall, built by architect Kenzo Tange, was inaugurated in 1991.  From the ground you will have a panoramic view of the capital from the observatories of the North Tower and the South Tower.

Historical documents, prints, photos and videos on fireworks.

Open from 12:00 to 16:00 on Thursday, Friday and Saturday, and every day during the months of July and August.

The sumo Museum

The official museum of the Sumo Association presents more than 20,000 objects on the history and traditions of sumo: prints, books, photos, ceremonial clothes, etc.
