It includes an old European-style mansion, a rose garden, and a Japanese-style garden.
The mansion and Western-style garden were built in 1917 and designed by the Englishman Josiah Conder. The Japanese garden was designed by famous Kyoto designer Jihei Ogawa. It was opened to the public in 1956.
